Abstract

This study aims to analyze the need for developing physics instructional materials to enhance students’ scientific literacy. This descriptive study was conducted at a public senior high school in Jakarta and involved 51 students and one physics teacher. Data were collected through questionnaires, interviews, observations, and document analysis. The results showed that 68% of the students experienced difficulties in designing scientific investigations and interpreting data. These difficulties were exacerbated by the dominance of lecture-based instruction and the use of static learning media. In addition, the existing instructional materials did not systematically connect physics concepts with everyday phenomena, technology, environmental issues, and spiritual values. The novelty of this study lies in proposing interactive digital instructional materials that integrate investigative activities, data visualization, and contextual dimensions into physics learning. The findings of the needs analysis provide specific guidelines for determining the content structure, investigative tasks, data-visualization features, contextual themes, interactive elements, and assessment strategies to be incorporated in the subsequent development stage. Therefore, the proposed instructional materials are expected to support meaningful scientific literacy and prepare students to respond adaptively to the challenges of the 21st centur
